A practical framework to find value in sustainable municipal bonds

According to the Investment Company Institute, average four-week inflows into municipal mutual funds and exchange-traded funds over the past two years have been nearly seven times as high as the average inflow over the previous five years. Flows into strategies with a focus on environmental, social, and governance (ESG) or sustainable investing as a central theme have also been rising. Municipal bond issuers have responded to this strong demand by issuing more than $100 billion of bonds labeled as “green,” “sustainable,” or “socially responsible” since 2013 (see Chart 1). The amount issued in 2020 was nearly double the amount from 2019, and more than $30 billion is expected by Street forecasts to be issued in 2021 alone. We think it’s safe to say that demand for sustainable municipal investments is here to stay.
